Explanation: The K-12 data can only be linked to some higher education data (CUNY, SUNY), however, the linkage process is not yet automated and therefore time-consuming. Also the Department staff indicated that the quality of the linkage is lacking as many of the college student records are lacking the NYSSIS ID. Data at the individual level can be requested through the Freedom of Information Law (FOIL) and requests need to be sent to each individual department since K-12, Higher Ed, and Workforce are all separate departments. It is likely that this process will take longer than August 15th.

New York requires both submitting a data request form and sending a project proposal through the FOIL system. The electronic form is not for student-level data. The FOIL process involves sending a letter regarding the data we need and the project we are proposing to FOIL@nysed.gov. Moreover, requests need to be made separately for each Department (e.g., K-12, Higher Education, Workforce)
