Explanation: Hawaii has a streamlined process of accessing de-identified student-level data. Obtaining personally identifiable student data is possible but requires a research proposal and approval by a board that meets four times a year. Hawaii is currently working to set up their P-20 longitudinal data system, but is currently unable to provide linked information to researchers.

Accessibility

School level can be downloaded from the website. 2014 proficiency: 2013-14MasterDataFile.xlsx 

  • How is the student-level data accessed?

 De-identified student data can be requested by submitting a Data Request form. The Hawaii Department of Education then reviews and approves the request. It general takes several weeks to get the data through this process. If personally identifiable information is needed (e.g., all of the data they they have available, even cell levels smaller than what can be reported according to FERPA) researchers and submit a research application which is then reviewed by a board that meets four times a year. The data is transferred through a Secure File Transfer (SFTP)

 IRB is required for research requests, but not for Data Requests.

 For data requests, data is not included if there are too few students in a cell.
